Physical, functional, social and informational services are accessible for all. All people have a possibility to enjoy cultural activities and heritage of mankind. They also have unrestricted access to political, economical and social life and in decision making.

To secure that children will be provided with versatile services in sign language.

To increase and strengthen regional services and furthermore to network the existing services.
